In today's post, we will discuss the Trade Test Certificate of Competence issued by the Federal Government of Nigeria through the Ministry of Labour and Employment. 
Are you a skilled person(Artisans/Craftsmen) who works in any field of endeavour such as GSM Repair works, TV Repairs, Laundry and Drycleaning, Hairdressing, photography, videography, plumbing, Driver mechanic work etc? (see the list of Trades(Skills) below). You could get a job placement with this Trade Test Certificate. This certificate is issued to skilled people who have been trained in different trades. As can be seen in the brief history below, military and para-military personnel can also get the Trade Test Certificate.   Without wasting much time, let dive in.
                                                  INTRODUCTION
Education is the right of every individual. It improves the development of personal and national potentials of citizens of a country and the world at large. Currently, the emphasis is shifting away from the general education that encourages mere acquisition of certificates to skill-based education which centres more on what one can do and the ability to do it.
In Nigeria, the rising unemployment has helped to heighten the need for vocational and technical education so as to reduce unemployment and create self-employment for economic growth. This document, therefore, discusses the mandates/activities of Skills development and Certification Department of the Federal Ministry of Labour and Employment.

BRIEF HISTORY OF SKILLS DEVELOPMENT AND CERTIFICATION DEPARTMENT
Skills Development and Certification Department was created in the year 2010 by the office of Head of Service of the Federal Republic of Nigeria and included into scheme of service by the National Council on Establishment in their 38th meeting held in Ilorin in 2014, subsequently, the cadre was included in the scheme of service of the Federal Republic of Nigeria.

Prior to the creation of the Skills Development and Certification Department; The then Colonial Masters in the year 1945, created it as Trade Test Division under Employment and Wages Department. It metamorphosed to skills Development and Certification Department in the year 2010 to cater to soldiers that fought the second world war and they were demobilized, rehabilitated. It is as a result of the difficulty of the assistant of these groups of artisans/craftsmen and possible placement for employment that the ministry adopted the British approach by establishing the Trade Testing Division.
MANDATES OF SKILLS DEVELOPMENT AND CERTIFICATION DEPARTMENT
Amongst the mandates of the Skills Development and Certification Department are;
11.      Skills Development and Certification policies of the Federal Government.
22.      Formulation and implementation of Trade Test policies in Nigeria.
33.      Development of curriculum for emerging trades.
44.   Formulation and review of the code of instruction and syllabi on Skills Development and Certification.
55.      Conducting periodic surveys on skills needed in various industries across the country.
66.   Establishing standard and networks for partnership with all stakeholders involved in Skills     Development and Certification e.g International Labour Organization (ILO).
77.      Periodic reviews of National Skills Occupational Classification to meet up with the International Labour Organization (ILO) standards.
88.      Offering career guidance and counselling on skills development.
99.      Testing and Certifying artisans/craftsmen.
110.  Training and re-training of artisans/craftsmen.

THE CERTIFICATION DIVISION (TRADE TEST SERVICES)
The certification division (Trade Testing Services) is saddled with the certification of employed and unemployed candidates in various trades and grades. The employed candidates are students from Federal Government Technical Colleges, State Government Technical colleges and vocational training centres, private organizations and institutions including Non-governmental Organizations (NGO), while the unemployed candidates are individual apprentices who completed their training and are awarded certificates of apprenticeship from their respective master trainers.
The Certification covers fifty-three (53) trades including the new emerging trades throughout the thirty-six (36) states including the Federal Capital Territory (FCT) Abuja.
CATEGORIES OF TRADE TEST
CLASS III: This is the class for the beginners.
CLASS II: This is the class for the intermediate
CLASS I: This is the highest in all the classes.
Note: One cannot get a Class II Certificate without Class III. To get a Class I certificate, you must have secured Class III and Class II.

ADVANTAGES OF TRADE TEST CERTIFICATE
1.      It provides standardizing of competency among the artisans and craftsmen
2.      It provides employment for craftsman/artisan in the Government establishment and private sectors
3.      It enables schemes of service to fix the grade level of craftsmen/artisans
4.      It provides universally acceptable proof of competent craftsmen.
5.      It generates revenue to the Government.
